1) that was actually the problem. They were constantly reconstucting something that was deficient to begin with = waste of money. They needed to be rebuild from ground up and there were no fund allocations allocated for that in Clinton administration

2) planning and keeping fingures crossed is not good enough. While he was planning the city was under risk for 8 years.
Do you think that Katrina was scheduled to hit at specific point in time 20 years ago?
