Katrina was mainly Bush's fault because he is the boss of FEMA and the buck stops at the boss's desk. Bush's refusal to take responsibility for his government's failures is appalling, immature and dishonorable. The day after Katrina hit, Bush said Brownie was going a heckuva job. say WHAT? In fact, LBJ stepped down after his failures were apparent. That was an honorable thing to do. Bush-Cheney never even accept blame.
