Assuming that happened, oil generally doesn't affect stuff in the water column much, that would be because of the surfactants and/or use of sand to sink the oil to the bottom. By mixing the oil into the water column, that meant when the bacteria got to work, the water went anaerobic. Which wouldn't have happened if they had used cleanup methods of the 1990s instead of the 1970s.
