Who was being appeased? In Somalia, it became clear that we didn't have the manpower in place to deal with the situation. And it very well may have been that we didn't have the manpower or equipment to really deal with the situation. Given that Somalia is no better as of yet, that seems to have been wise. We originally sent in troops to help distribute food. The situation was much worse than just food distribution. In hindsight, it probably would have been wiser to have stayed out from the beginning, but better to realize a mistake early rather than later.

As far as appeasing in Kosovo, what on earth are you talking about? Milosovich doesn't seem very appeased...
