The difference is huge! If flooding occurs because of a breach, water level in the city will eventually reach sea level (which is very bad in a city built under sea level). If flooding occurs because of an overflow, water will flood as long as sea level is above the top of the levies (basically tidal surge from the hurricane). Pumps can handle overflow, they cannot handle a major breach.
