Bush-Cheney are very corrupt men. GW Bush is not happy with the 10 million or so he has. When he gets thrown out of office he wants to never have to work and wants 100 million at least. He wants to be a player. So one Dubai Ports deal could net him that 100 million. Why else would he be pushing it so hard? Cheney gets his graft from Halliburton. That company's made an extra 10 billion thanks to Dickster, so I'm sure they'll give him at least 5%.
