You make excellent points. Foreign aid is welfare for nations. Welfare has been proven to have a demotivating effect on people. Foreign aid does not seem to have helped any nations. It is a big pile of easy money, and many corrupt dictators have enhanced their personal fortunes and those of their allies with US foreign aid.

What would happen if you did not balance your budget? What would happen if your budget shortfall became increasingly large? A country is no different in the long run. The US is imploding. If we do not implement some restraint soon, there will be no nation left to save.

Maybe an umcompassionate liberal could fix the budget problem. <g>
