According to the Sept 17 Press release, the Phase 1 engineering is complete, so that's a good sign. The scheduled start up is "early 1999" which is a bit of a setback. This is the first time that they ahve indicated that it won't be going in 1998. (to my knowlege). No mention of financing, but I wouldn't expect to see anything until a deal is complete.
