i think as a commercial property owner (not in AZ btw) i'm getting tagged hard enough for RE taxes used predominately for education ('real users' being residents with children)... the formula in my state is:

"Residential property is then assessed at 19% of its fair market value (true value in money). Agricultural property is assessed at 12% of its productive use value or its fair market value if it is vacant and unused. Other property is assessed at 32% of its market value. "

developers in my state also have to pay road development assessment fees, pay higher water usage and sewer rates (according to the sized of the building and parking lots)....i'm curious, you don't have those fees in AZ?
