I don't know if it's the Kuwaiti government per se, I think it's actually Kuwait Petroleum Corporation. Well, then again, that's probably a state-owned entity, right? Although the region is indeed unpredictable, it seems to me that Kuwait & Saudi Arabia are both pretty insular nations with a relatively stable socio-political picture. Unless, of course, the Iraqi's wanna test the waters again, which one cannot completely count out. I dunno, it seems to me like the Kuwaitis enjoy making money as much as anyone, and they're good at it.

I like Noble Drilling and Global Marine as well. Noble has had a great run since their $13 per share secondary offering approx 2 yrs ago. It still has legs, breaking through recent resistance levels of $28-$29. Now around $32.
