Kerry doesn't do anything "meekly". He is very concerned with nuclear proliferation and loose nukes and is one of our most forceful leaders on the subject.

Bush-Cheney have failed to secure loose nukes in the former Soviet Union, even though Bush parroted Kerry in one of the debates and claimed he thought that was the biggest threat to US security.
