Do you know how much money has been spent by the federal government in response to 9-11?

Compare that response to the response to a natural disaster Katrina? Compare the number of people affected. Compare the square area affected.

Article I section 8 spells out the role of the Federal Government. law.cornell.edu

Defending our country is one of its roles. 9-11 was an attack on our nation; Katrina was not.

It certainly is the responsibility of our nation to respond to desperate needs of our own people.

You are suggesting Socialism. Unfortunately, Roosevelt beat you to it over 65 years ago with the New Deal...

It is up to each individual, not the nation, to respond to the desperate needs of the people. To do otherwise suppresses freedom. With that said, as a Christian, I would hope people would give as much as they could to lend a hand to their brothers and sisters.
