Some ideas for improving the EROEI of ethanol: Burn ethanol in a fuel cell rather than an internal combustion engine. Use fuel-cell powered vehicles throughout the production/distribution process. Use a perennial crop source that eliminates the need for plowing, seeding, weeding, etc. Use genetic engineering and/or multi-cropping to eliminate need for nitrogen fertilizer. I'd guess that at best the EROEI would still be pretty low, around 4 or so. And the annual capacity would be severely constrained, compared to today's oil usage.
