Let me query further. If a large bomb went off and wiped out a city and displaced a million or more people, killing thousands, then congress could fund emergency aid and reconstruction needs. If a large hurricane hits and wipes out a large city displacing millions, killing thousands, then congress should stand by with their hands tied? No emergency aid? No reconstruction?
