This, too, appears to be a bit of a Catch 22 for the administration --- even if some of the 'security concerns' (possibly allowing some of the intelligence documents into the trial) are valid, by giving Libby a 'get-out-of-jail-free card' the admin would expose itself to political damage... and if they OPPOSE all of the Libby team document requests, they could also face the perception that they 'weren't being loyal', or that they were throwing a loyal team player overboard.

So, BOTH courses of action pose political risks to the WH.
