Surgically taking out Saddam Hussein, with precision, guided missiles, might have worked. The corrupt, brutal dictators of this world would behave better if they feared real consequences.

Taking out Iran's repressive, brutal, dangerous leaders would have worked better a few years ago when there were more moderate Iranians in government. The same with Chavez. If we wait too long before we take him out, the entire Venezuelan government will be corrupt, incompetent thugs.

Taking out the horrible, murdering leaders of North Korea can't do much harm. Things could only get better there.

As far as the Taliban or Al Qaeda? You are right. Surgically taking out either group would not have been effective in Afghanistan. Afghanistan was too far gone.
