I agree. But the whole system needs to be changed. We need a regulatory structure that fits our companies so that companies do not have to fit their transparency into a budget.

We need changes in SOX to make if affordable and effective.

We need changes requiring advance notice of any dilution and dumping, and it has to cover insiders, promoters, hedge funds, vulture financiers, and related traders.

We need changes in the MM system so that their Naked Shorting no longer drives a market. The tail should not wag the dog.

We need a system that gives transparency to settlement of transactions. We need to get rid of the excuses and grandfathering provisions that allow Naked Short Scamming and failures to settle trades.
