Sort of...in fact he knew for sure that russia would veto it. It has to do with the fact that Russians, a permanent voting member of the security council, consider themselves blood brothers of serbians. There is a tremendous bond between them. It is the reason Europe let such a sore fester in its backyard for so long....fear of what russia would do if they intervened. Clinton had to take the Europeans by the hand and re-assure them that the US would balance a russian response. Remember the russian take over of the Pristina airport during the kosovo invasion? Pretty tense moments there when the russian divisions were squared up against Nato in kosovo.

Wow. That sounds shockingly familiar. Darfur anyone? It's really not any wonder that the U.S. has no confidence in the U.N. any more.

The UN is as strong as its members want it to be. If there is discord among them, the UN is ineffective. Ask yourself what role has the US played to strenghten the UN in recent years? The US can turn the UN very easily into fulfilling a cynical profecy, particularly if the political mood in the country is folllows your sentiments above.
