Since humans first climbed down from trees, the chief of the tribe has had to share power with the shamans. It doesn't really matter which deity the shamans purport to represent, the pattern is the same. I doubt there is any place on the planet where you could be elected dog catcher without first paying tribute to the local gods. The one possible exception might be California where movie actors are frequently elected to positions of power, but the practice still appears to depend on a link to imaginary powers. Do you suppose they voted for a big, goofy looking character who talks funny? Or a reformed super human robot from the future, who is kind to his friends, and is out to save the human race from destruction by sacrificing his own life? The people, bless their pointy little heads, need an imaginary friend to watch over them.
