It's slow, grinding, frustrating work and the capacity of the Iraqi reality to derail this work is huge Your argument is one thing I have never understood. I'm the guy who always said it shouldn't take more than 3 months to train an Iraqi to man a road checkpoint. The instruction manual is just not that many pages. Why is training someone in civil defense, or even just police work, so difficult? It doesn't seem that tough on the rest of the planet.
