Interest groups may be there but big Oil has megabucks.. far more than any interest group. Today's government is the best the money can buy (meaning bribe via lobbyist). Nothing will happen until there's a major public upswell. I'm afraid that will only happen after something dire happens that causes many many deaths. Either deaths of soldiers overseas or deaths here of people freezing or starving to death because oil imports were cutoff in some conflict.
