I do believe he has a point. People generally will not take action until they see material change, for example depletion of their bank account with extra expenses, the tide rising up through their beach house, a new round of hurricanes wiping out their job and community, etc.

In NC some officials are pushing for new, stronger structural protection for buildings along the coast, because of increasing storm damage.. ie stronger shatterproof glass, heavy duty shutters, etc. The screams and squawks from the homebuilders and homeowners groups are palpable. They ain't seen nothing yet.
