The problem is, if Bush is able to set the bar less than an inch off the ground, he will always be seen to have cleared the hurdle. Our Presidents are not micro managers. They hire micro managers. If they refuse to acknowledge their FEMA Director's warnings, even if they're not specific about levies, then they either appointed someone who does not need to be listened to, or, the President is incompetent.

JFK took the hit on The Bay of Pigs, even though he probably did not know all the specifics. But he knew he was President and responsible for the fiasco. Bush should be a man for a change and take responsibility for his failings, numerous though they are, and work to fix them.
