It is not about who said what. It tis all about how the Presidents have made decisions and followed them up with actions. Every President including Clinton received their PDBs. It is how they went about making their decisions and acting on them. BUsh has been very poor in this area, a minus 10. Take Katrina for example. He was warned of the impending calamity. He just took it easy and went on a fundraiser the next day.
