Clinton ended welfare as we used to know it. Welfare is very difficult to get these days. But CLinton was the best president ever for raising people out of poverty. Under Clinton even poor teenaged blacks could find a job. And not just going to Iraq to get their heads blown off.

Poverty under Bush has gone way up under Bush and the middleclass is much more insecure. Bush has turned his back on all Americans except his rich cronies and religious right operatives. Also remember, poverty is not a racial issue. Most poor people in American are white. Especially in the south.
