I got an idea: Any member of Congress who wants any earmarks (and that covers most of them) should proxy over their votes to Bush to be used for any tax program he wants to write. And if he writes Social Security and Medicare fixes into that law, he STILL gets to cast their vote.

Then, let the earmarks flow...
