Bushies use phony terrorist alerts whenever they're in trouble. Used seven of them right before the election whenever Kery was looking good in the polls including while he was announcing Edwards as his running mate. According to law enforcement officials, all seven alerts were old hat, based on no new intel, and of course turned out to be wastes of time and money. So who knows if there's a real terrorist threat if they're telling the truth or not. They're boys who cried wolf.
