It's hardly up to me to come up with completely thought out schemes to suggest we should walk down that path. No, it's not, but I would think that it would behoove you to have good reason to think that it's feasible and preferable to the status quo before you advocate for it. That's how some of these half-assed programs get implemented--people sign on to some idea or some slogan or some waving flag, momentum builds, and planning is overtaken by events. I agree that we should experiment. You do your experiments on paper, first, and then on small populations, and test your results. I'm not risk averse, I just think risks should be calculated.
