Yes there was ethnic strife before, but his actions have been like a kid hitting a beehive with a stick. And he is responsible for removing one stabilizing factor, Saddam. And because of his economic tunnel vision he is responsible for the high unemployment that makes Iraq like dry grass for a fire. They lay off all the government employees due to a desire to privatize the economy. And then they give over major functions of the economy to corporations who don't even hire local people to do the work but hire third country nationals that they can exploit and pay a pittance.

It seems like they have a willful blindness when it comes to understanding human nature.
