I know your Dad lives there so I don't mean to offend you BUT I think that if you do the math....given the sort of damage that is typical in a Cat 5, the expense to rebuild those levees to withstand a Cat 5 may not be justified. And frankly, Nagin and Blanco deserve criticism for their ineffectual response as does FEMA. They took a bad situation and made it worse. J.
