So essentially lower life forms that didn't get to the level where they create tools and written language often exhibit much more communication which can only be explained as telepathic in nature.

Interesting description. The telepathy we observe in aliens is mechanical, just a form of gravitic wave from transceivers embedded in all alien brains of a given specie at birth. This results in instantaneous intercommunication between all members of that specie. The problem is it's communism. Individuistic thought is precluded. Such a race gains tremendously by the communism through the synergy of coordinated minds. The entire populace operates as a single organism, and this kind of functionality is critical because once a race is able to travel the galaxy, they become vulnerable to the many grave threats out there among the not-so-nice species. A race has to give up its individuistic thinking for the security of the race.

That's another reason the aliens study us. They want to see how we deal with equivalent problems on a more primitive basis because such solutions though they are primitive, may actually be the solutions to their own problems. Where there is ignorance, there is knowledge. What equivalent problem? We, in the US must give up some freedom to address the threat of Al Qaeda.
