I can't see why that would occur. Random mutations occur continuously in the animal population regardless of the fact that we have technology unless what you are implying is that if an intelligent lizard or bird arrived on the planet, we'd kill it before it had a chance to increase it's population. So if an intelligent animal did occur, they'd be smart to continue to look dumb.

Anyone who has a pet begins to wonder who is smarter, the pet who has all their needs provided for them or the human who does all the providing. My cat is far too smart to put up with half the crap I do every day.
