The Clinton adm knew (as did the senior Bush adm) that if you got rid of Saddam and didn't provide an alternative, you would have a huge problem on your hands - something that the lying nitwit now sitting in the WH didn't understand. The alternative was to box Saddam and render him a toothless tiger. And both adms did exactly that. It was working very well, until the village idiot from Crawford, Texas took over.
