I can easily address your question, but you have continued to ignore mine, why didn't clinton take bin laden when he had three opportunities?
Now, to your question:
Bush has not yet failed on his promise to capture bin laden, there is no deadline, you can't be impatient about this, in a "fast food" society we seem to be impatient about everything... indeed, the same was said about hitler during WWII, and he was never captured (or assassinated) despite several attempts, yet we still fought and defeated his army... bin laden is only one single individual, his capture may be an emotional victory, however briefly, but like thousands of cockroaches, capturing just one means little, al quaida has numerous cells worldwide, bin laden was head of it but he had created the organization so that each cell has its own head... if you focus only on the one individual, you will trip over yourself and miss the bigger picture, that is extinguishing those elements that have sworn and already tried to bring the West down...
