What on earth makes you think that? The TA has fulfilled ever cert request she's received. The cert pull has been going on for four and a half months now, and has accounted for only 478 billion shares out of 703 billion shares o/s.

The problem is that the brokerages were disorganized, and that some were tardy in sending certs to their clients after they'd received them from the TA.
