Regarding Saddam paying suicide bombers? Yes, they got paid. But the policy Saddam enacted was to give $25,000 to the family of any Palestinian who died as a result Israeli-Palestinian conflict. This meant that if a person was killed when Israel bulldozed a home in a settlement, the family of that individual would get the money. He didn't discriminate as to how you died as a result of the conflict--if you died from the conflict, the family was compensated.

Regarding the French? The day following 9/11 it was the French who introduced into the United Nations a resolution calling for a coalition against terrorism. Unfortunately, Bush and the Fox-led media victimized the French for political gain. One should go back and read the remarks of the French ambassador during the Security Council deliberations during the Iraq debate.
