They stay. This is a new revenue neutral program to promote efficiency.

re: And the interest free loans are coming out of STATES budgets, funded by a 700.00 tax too? What happens to the already expensive state sales tax being charged? (In Texas, currently 6`/4 percent. PLUS, it seems to me that the auto companies will figure ou right quick that they can increase the standard on their gas guzzlers and avoid the 700 bucks.

That's part of the point, isn't it? We have an incredibly inefficient auto fleet in this county; with 4.5% of the worlds population we use 25% of the world gasoline. The benefits of increased efficiency--

*lower gas prices will feed additional discretionary $'s into the economy
*more efficient vehicles will feed discretionary $'s into the economy (instead of going up in fumes)
*improved trade deficit - currently 1/3 is oil imports
*reduced pollution (& global warming if you buy into that)
*innovative new technology w/subsequent jobs and export opportunities
*the political benefits - eventually we can stop doing business with the Middle East, and stop funding "our enemies"

The fact that we are so inefficient is not only a huge problem but also a huge opportunity. Efficiency is a good thing!
