The Forest Service manages national forests and grasslands. It was started by Theodore Roosevelt and Gifford Pinchot over 100 years ago. The guiding principle was "the greatest good for the greatest number [of people] over the long run."
Other land management agencies in the federal government have narrower missions. The Park Service manages national parks like Yellowstone and Yosemite for unique attributes so people can see them. The Bureau of Land Management manages surplus forest, range, and other lands, originally for eventual disposal.
