Yes, that's the way I understand it as well. Have you seen the presentation in the header? That issue is addressed very effectively. If my memory is correct in regard to the
presentation, according to SEC documents shown, legitimate FTD represent less than 1/10 of the total on any given day of trading.

One question I thought he asked which really nailed the issue; if the problem is not pervasive, why grandfather all the illegal activities of the past, under the assumption not doing so would cause severe economic hardship to those who were illegally naked short selling?

IMHO someone needs to investigate the investigators and set clear guidelines and penalties toward those illegally manipulating the system. It's akin to the major league baseball players leading the effort toward use of steroids. Or the NFL sugar coating the ridiculous one sided officiating in the Super Bowl (I'm still pissed about that one!)

Can you tell I'm a Seahawks fan? ;-)
