In your zeal to defend naked shorting, you miss the point. I was merely looking for a mathematical answer.

I.e., if a stock is not trading and some shareholders are unable, unwilling or just don't care to get their certificates, it seems to follow that every certificate requested should be available.

If that isn't the case, then there is a NSS issue. If not, any NSS would likely be offset by those that don't request certificates.

I don't believe in either case that this company's history is precedential for others involved in the NSS debate.
