This is more than just the capital issue. CAT is intended to do hostile takeover, and want to monopolize the heavy machinery arena in China. They pay pennies on a dollar for the asset in China, a complete rip-off.

Hopefully, Chinese gov. can put on some control of selling state asset so cheaply.
