It is outrageous for a C-in-C to blame the military for failures in Iraq. The ultimate authority is placed in a civilian office, that of a democratically elecetd President. Our founding fathers recognized that war is won or lost not by generals but bu the President since he/she brings together the military and the political aspect to a war.
