Bush has no credibility to do this now. You cant have an aggressive fp, whether necessary or not, when you have 30% approval. It becomes a tail wagging the dog scenario that will be transparent to the american people. This admin singlehandedly killed its neocons by hiring incompentent planners and managers. They followed the GM model not GE and it may be too late to fix without firings.
