The CIA was told pre-war that there were no WMD in Iraq.

Saddam's generals believed there were WMD, but the CIA was told there were no WMD. Neocons also knew there were probably no WMD. The day before the invasion I saw Bill Kristol on TV saying "dont be surprised if there are no WMD".

So obviously some high-up people in the White House including Cheney for certain were lying intentionally. Maybe Cheney lied to Bush. But Bush is either a liar or a fool, take your pick.
