Note the use of the word "effectively" in the phrase "effectively aided and abetted bin Laden's operations".

This means that, in the writer's view, Clinton's actions had the effect of aiding and abetting bin Laden's operations, though he is aware that was not Clinton's intent. "Effectively" in this context means there was no intention.

You could say the same thing about Bush. His actions have caused a huge increase in the numbers of radical Islamists who have dedicated themselves to the West's destruction. He has, therefore, effectively aided and abetted bin Laden's recruitment program.

Clinton may have done something that indirectly benefitted bin Laden, but he did not support him. In fact, he signed an order authorizing bin Laden's assassination, and gave the order to launch missiles into Afghanistan in an attempt to kill him. Clinton absolutely did not support radical Islam, and to say he did is to twist history into a gross caricature of itself.
