your own dictionary reference refers to a "close association of nations"..."formed to advance common interests or causes". There was an association but not a close association. If any level of association makes for an ally than pretty much the whole world consists of our allies. Webster's also defines "ally" as "one that is associated with another as a helper". A pretty lousy definition. Again we help much of the world in one way or another. They aren't all our allies. If you define the term so broadly it isn't very meaningful.
