I'm subject to correction on this one, so fire at will. I believe that the no trades until settlement rule is not Reg T mandated, but mandated by the brokerage. It's been six years since I had the need to read Reg T, but the wording is something to the effect that the trade is not free riding if there is a reasonable expectation that funds will be available on the settlement date. And that is obviously the case when the buy and the sell will settle simultaneously.

I think the free riding rule is designed to stop multiple trades.
