How often do you hear on the news that American companies can't find enough qualified employees and have to hire overseas? Are you saying they are lying? YES they are lying. Period. And every current VP of engineering in any of these companies will tell you the same. The finance dept and operations are the ones spinning the "not enough qualified engineers" spin. they have a 2-fold objective, one is to get prices down on staff, and 2 is to develop overseas markets. While india and china are valid markets worth exploiting, moving R&D there destroys the US side of the business. Thats what has happened.
