Rock, I quickly read thru the article...I'm not convinced.
Possible explanations are that they merely split H2O into
H2 and O2 which reacted to produce "additional" heat via
changing states. They merely converted a potential energy
source (H2O) into kinetic energy. If I'm not mistaken
cold fusion would produce He as a byproduct if there were a
fusion reaction and the result would be tremendous heat release.
W in an oxygen "plasma" sputters from the
cathode and oxidizes very quickly.
W oxidation also generates heat due to the chemical
reaction of forming WO3. en.wikipedia.org
