Old car production equipment is sent to cheap labor countries to be used to produce bad cars, so that expensive labor countries can produce new and better cars.

If you have a certain number of engineers in USA, should they work on the products of the future or on the products of the past?

There is no doubt, that for Microsoft, it is vital to have engineers for keeping Windows running, but seriously, the world has moved on, and doesn't need extremely well paid engineers to do innovation on a Win32 OS.
